Process Matters.

Mile High Delphi makes a worthwhile observation about this year's election over C and D.

[I]f the City and County of Denver had an all mail election, with a turnout of 50%, instead of the projected 42%, Referendum C would have gotten about 14K additional votes.

Even more to the point, D would have passed, which would have been better for firefighers, policemen, educational institutions needing capital improvements, and our state's roads and bridges.

Mail ballot counties had a much more chaotic election this year than Denver did, but I'd be willing to trade it for a higher turnout (although turnout was actually over the predicted 42%).
